We must celebrate this double-speed, because speed is not what we always had because we were hampered by the slow pace of the partners which was caused either by laziness or selfishness sometimes causing a type of paralysis. Now there will be a “vanguard group” (as mentioned by Jacques Delors) of perhaps 25 members. A “hard core”, as originally proposed in September 1994 by the German Christian Democrat Karl Lammers and Wolfgang Schäuble (yes, the same Schäuble today) in a known document, which enshrined the concept of double speed.
